Can someone please explain to me the following? I'm on the phone, trying to change my address with Canada Revenue:

Automated Voice: Hi, welcome to the change of address feature. Before connecting to an agent, we will need you to enter your SIN number.

Me: Beep beep beep beep beep beep beep beep beep.

Automated Voice: Thank you. Please hold while we connect you to an agent.

Music: Lalalalalala dododododo

Voice: Hi.

Me: Hi, I'd like to change my address.

Voice: Yes, what is your SIN number?

Please, someone tell me there is a rational explanation.
